  • Rural Telecoms Also Petition FCC to Deny Verizon More Spectrum Feb 22, 2012

The Rural Telecommunications Group, Rural Cellular Association, the Media Access Project, and Public Knowledge today joined T-Mobile USA by filing a petition with the Federal Communications Commission asking the government body to prevent Verizon Wireless from acquiring spectrum assets from cable companies. Verizon is hoping to purchase blocks of 700MHz and AWS spectrum for $3.6 billion from Comcast, Time Warner Cable, Bright House Networks, and Cox Communications. The RTG accuses Verizon Wireless of "systematically attempting to corner the market for commercial mobile wireless spectrum while simultaneously stripping existing and potential competitors of all their spectrum holdings. This practice is anticompetitive and a violation of antitrust law and should result in the FCC's denial of all of the applications filed by Verizon Wireless." The RTG, RCCA and others also accused Verizon Wireless of violating the Communications Act of 1934 and the Sherman Antitrust Act.

  • Ericsson Claims to Triple HSPA Upload Speeds Feb 22, 2012

Ericsson today announced that it has devised a way to triple the upload speeds across HSPA networks by making some alterations to how base stations handle such traffic. Ericsson said that a new set of software algorithms allows it to surpress the interference that WCDMA/HSPA base stations have to deal with on the uplink. Using the interference suppression technique in combination with configuring base stations with four antennas allows it to triple uplink speeds from 4Mbps to 12Mbps for a given 5MHz carrier. Ericsson says that this technique will not require network operators to invest in new base station equipment other than software updates and additional antennas. The solution works with existing consumer cell phones.

  • Wi-Fi Alliance Outlines 'Passpoint' Roll-Out Schedule Feb 22, 2012

The Wi-Fi Alliance recently published a white paper that provides details on the Wi-Fi Certified Passpoint program. The Wi-Fi Alliance, wireless network operators, and other purveyors of wireless services have agreed on a set of standards, handshakes, and protocols whereby certified Wi-Fi devices can automatically log into secure Wi-Fi hotspots around the world. The program, first announced a year ago, is meant to help offload data traffic from cellular networks onto faster and more efficient Wi-Fi networks when possible -- with little hassle for the end user. The system won't require users to authenticate or enter credentials in order to access Wi-Fi, it will happen automatically in the background. The Wi-Fi Alliance said that by mid-2012 phase one of Passpoint will be underway, which automates network discovery and selection; uses Extensible Authentication Protocols (EAP) for automatic log-ins; and enables WPA2 security. By 2013, the Wi-Fi Alliance believes that phase 2 will be underway, which will establish automatic account provisioning with a common method across vendors; and add the ability for operators to set usage policies.

The Communications Workers of American today said in a filing with the Federal Communications Commission that, while it does not oppose Verizon's bid to acquire a handful of spectrum blocks from cable providers, provisions should be placed on the transaction. The specific conditions the CWA wants are for the FCC to require Verizon to continue to offer FiOS and continue to expand its FiOS footprint and rural-area reach after the acquisition is complete. The CWA also wants the to assure that the joint marketing arrangement made between Verizon and the cable companies won't put other sellers of Verizon's services in the affected markets at a disadvantage or lead to less-favorable terms and/or services for consumers. The CWA said in a statement, "The proposed transaction, without conditions, would eliminate the historic competition between FiOS and cable company services through joint marketing arrangements. The result: reduced investment in infrastructure, job loss, and higher prices for consumers. Millions of consumers in cities in the Verizon footprint where the company has not yet built FiOS will never have access to the advanced fiber networks."
